On July 31, the Sany Intelligent Manufacturing Industrial Park broke ground in the Xixian New Area. This marks another key industrial project jointly developed by Sany Group and the Xixian New Area, following the "Sany Xi'an Industrial Park." From the signing on March 31 to the groundbreaking just four months later, the project exemplifies the remarkable "Sany Speed" and "Xixian Efficiency," injecting fresh momentum into the construction of Qin Chuangyuan's flagship hub and helping Xi'an take its advanced manufacturing sector to a new level.

Jiang Jianchun, Director of the Management Committee of the Xi'an-Xianyang New Area, presided over the event.

The Sany Intelligent Manufacturing Industrial Park project is located in Fengxi New City, with a total investment of 6.5 billion yuan and covering approximately 900 mu of land. The project will be developed in two phases. Phase I, which involves an investment of about 5 billion yuan, will primarily include the construction of the "Sany Heavy Equipment Western Intelligent Manufacturing Center" and the "Qin Chuangyuan Sany Global R&D Center," designed to accommodate no fewer than 3,000 R&D personnel. Once fully operational, the project is expected to generate an annual output value of around 10 billion yuan and contribute approximately 600 million yuan in annual tax revenue.

Sany Group is a renowned multinational corporation, both domestically and internationally, boasting strong R&D capabilities and robust industrial strength. Its projects will serve as industry leaders, effectively attracting innovative resources and fostering the concentration of industrial assets—earning high regard from relevant regions across the country and making it a highly sought-after entity. In November 2018, the "Sany Xi'an Industrial Park" project was officially established in Fengxi New City, with its first-phase facilities completed and put into operation in September 2020.

As a national-level new area, Xixian New Area shoulders the national mission of pioneering innovative approaches to urban development. Particularly since the Qin Chuangyuan innovation-driven platform—the region's flagship initiative—was established here, the area has witnessed a rapid acceleration in both industrial and innovation-driven momentum. Data shows that in the first half of this year, Xixian New Area accounted for approximately 34% of Xi'an's fixed-asset investment, while its total industrial output grew by 11.2%. Moreover, the region continued to lead both the province and the city in terms of growth rate for newly added market entities.

The New Area places great emphasis on advancing the implementation of Sany Group's series of projects. Following the signing of the cooperation agreement for the Western Intelligent Manufacturing Center project on March 31 this year, a dedicated task force was immediately established on April 1. Led by top officials and supported by several deputy leaders in charge, the team includes specialized groups focused on land provision, construction approval, infrastructure development, and environmental safeguards. This has resulted in a robust weekly meeting and monthly coordination mechanism, ensuring all-out support for project construction. For instance, related optical cable routes were relocated within just 5 days; land acquisition and site clearance were completed in over a month; within 40 days, the enterprise received essential permits—including the Construction Land Planning Permit, the Construction Project Planning Permit, and the Real Estate Ownership Certificate for Construction Land. Additionally, the project’s supporting road network was finished in 83 days, and more than three months saw the transportation of 297,000 cubic meters of earthwork—clearly demonstrating both "Sany Speed" and "Xixian Efficiency."

Currently, the Xixian New Area has established a working mechanism that integrates industry-specific project management, tiered responsibility, and coordinated promotion. By implementing measures such as "one-on-one service, face-to-face communication, and hands-on guidance," along with initiatives like the "green channel," "deficiency-based approval with commitment," and "assistance and agency services," the area is accelerating the construction of key projects while actively boosting effective investment. In the first half of the year, 20 projects—including Tongli Heavy Industry and Chuanpus—were completed and put into operation, expected to generate an output value exceeding 8.2 billion yuan and tax revenues surpassing 370 million yuan. Meanwhile, several eco-friendly and environmental protection projects have also been successfully completed and launched, further solidifying the region's momentum toward high-quality development.

Next, the Xixian New Area will develop a personalized, dedicated service and support plan for the Sany project, ensuring comprehensive service and logistical support for all aspects of project construction, and making every effort to guarantee that the project is completed, put into operation, and delivers results as soon as possible.
